Houston is unusual in how much of its economy runs through waste streams that would be considered exotic in most other American cities. Between the refineries along the Ship Channel, the petrochemical plants stretching down into Deer Park and Pasadena, the specialty chemical operations in Baytown, and the enormous supporting network of contractors, laboratories, warehouses, and transporters — the region generates and moves more industrial waste than any other U.S. metro. TCEQ's role and how it differs

The Texas Commission on Environmental Quality (TCEQ) runs Texas's authorized hazardous waste program. That "if you engage them early" is doing a lot of work in that sentence.

Facilities that treat TCEQ as an adversary tend to get treated like one. Facilities that reach out for informal guidance on a novel waste characterization, ideally through their trade association or a qualified consultant, tend to get useful engagement. The state's approach isn't unique but it is more consultation-oriented than what an operator moving in from, say, New Jersey might expect.

What TCEQ has been particularly focused on across Harris County in the last year:

  • Air permit and hazardous waste program alignment. Fugitive emissions from waste accumulation areas have been showing up in more inspection reports.
  • Storm event preparation. Hurricane and severe storm contingency planning has become a more prominent inspection topic, particularly for facilities in the flood-prone corridors.
  • Waste minimization documentation. LQGs certifying they have a waste minimization program on biennial reports are increasingly being asked to actually document the program's activities.

Waste streams specific to the region

Because of the industrial base, a few waste streams show up in Houston operator inventories in volumes and complexity you don't see elsewhere:

  • Tank bottoms and slop oils. Not just from refineries — any operation with bulk liquid storage generates them eventually, and the classification (F037/F038 versus non-listed) depends on the specific handling history.

Every Gulf Coast facility knows the drill — secure the site, elevate what can be elevated, and hope.   4. A designated person whose sole storm-day job is the accumulation area, not "everyone jointly responsible."
  5. A post-storm inspection protocol that goes container-by-container before anything reopens.

Documentation habits worth developing
